If you are a man, aligned properly in the world, then your enemies are basically Hollywood.  That is to say, they are the most skilled, most professional and most experienced story tellers in existence. I understand it's not every single person in Hollywood but you get my jist.  Story telling is big business and your enemies comprise a number of vast supporting industries.  Everything they are depends upon keeping the narrative.  They've invested a great deal in doing this and they know how to do it.  This is why you really see things like fake discussion, etc.  It means everything to those people. By keeping nefarious activities covert most of the time, your enemies can now tell absolutely any story, including multiple stories, even conflicting stories, it won't matter.  Keeping activities covert gives them maximum flexibility in the scripting of what they want your future history to be. The war is always informational.  That theater is especially hot right now.  The most effective stories employed by your enemies are loosely based on real facts, which is why your enemies also profile everybody, and trade in that data.  They intend to use the profiles in character development, which you would probably call character distortion or defamation.
